On my (older) MBP, those options are available in System Preferences > Energy Saver > Optimization pop-up menu, or by clicking on the battery icon in the menu bar - but, all they do is set 'default' times for display and system sleep (e.g. for the Power Adapter, setting to Better Performance sets system sleep to never and display sleep to 20 minutes, whereas Normal sets both sleeps to 10 minutes, etc.).
